Arms are the area people cover up longest, and the one where the gap between how you feel and how you look is widest. It is also the area where loose skin is most often skin and nothing else — which makes the answer simpler, if not easier.

Why arms behave this way
The upper arm carries relatively little fat to begin with compared with the abdomen, so when weight comes off, there is less volume left to fill the skin. The skin on the inner upper arm is also thin and has less elastic recovery than skin elsewhere.
The result is that arms often reach their final state earlier than the abdomen, and that final state is more likely to be skin-dominant. If you apply the fat or loose skin tests to your arms and the answer comes back skin, that is usually correct and usually stable.
What training actually does
Building the triceps and biceps adds volume under the skin, and for mild laxity that genuinely changes the appearance. People with modest skin excess and good muscle development often need nothing else.
Beyond a certain amount of excess, it stops working. The muscle fills part of the envelope and the rest still hangs, and past that point additional training changes nothing about the fold. There is no exercise that shortens skin.
Worth saying plainly, because the arm is where the myth is most persistent: no amount of tricep work tightens skin that has lost its recoil.
The problems people do not mention
Sleeves that fit the shoulder and not the arm. Sleeves that fit the arm and nothing else. Buying two sizes and altering one. Chafing where the inner arm meets the chest wall in warm weather, and the rash that follows.
Those are the reasons people raise it, more often than appearance. They are legitimate reasons.
When it stops changing
Arms settle earlier than most areas — often by six months of stable weight. If your weight has held that long and the arms still read as skin on the tests, they are unlikely to improve further on their own.
The readiness assessment covers the timing across all areas, not just this one.
One thing worth knowing before you look into surgery
Arm skin removal leaves a scar along the inner arm, and it is a visible one. This is the trade in its clearest form: skin for scar. Some people find that an easy decision and some do not, and both responses are reasonable.
